Victims of No Fault: The Injured Experience Under BC's Enhanced Care

Most British Columbians are unaware of the benefits available under ICBC's Enhanced Care system until they or someone they know is seriously injured in a motor vehicle collision. To our knowledge, there is currently no publicly available research that comprehensively examines the experiences of people recovering under BC's Enhanced Care system from the perspective of injured claimants.

The goals of this survey are to: 

✅ Collect data to better understand the experiences and satisfaction of people injured in motor vehicle collisions under BC’s Enhanced Care system. 

✅ Provide evidence that can inform public discussion, policy development, and accountability related to Enhanced Care. 

✅ Identify opportunities to improve the recovery experience for people injured in motor vehicle collisions.

Participation is voluntary and anonymous. Survey responses will be reported in aggregate and individual participants will not be identified in any published findings.

Victims of No Fault was founded by Julia Kwan, a woman who was injured while crossing the street in 2024. Julia was frustrated that people who were injured were rarely acknowledged in ICBC's reporting of revenue and rebates. She will be speaking about her experience during the Insurance Vehicle Act hearings in September.
