This questionnaire is part of LIFE ECOFORCE, an EU-funded project supporting the implementation of Directive (EU) 2024/1203 (the Environmental Crime Directive, “ECD”) by bridging the distance between legal requirements and enforcement practice. As part of this work, ECOFORCE is helping Member States prepare for the statistical reporting
obligations set out in Article 22 ECD.
Article 22 requires Member States to ensure that systems are in place to record, produce and provide anonymised statistical data on environmental crime. Member States were required to transpose the Directive by 21 May 2026. Article 22 also requires annual transmission of the specified data to the European Commission, using a standard format to be established by the Commission under Article 23 by 21 May 2027.
We are currently mapping how environmental crime statistics are recorded, held and reported across a representative sample of Member States, in order to identify existing strengths, weaknesses, gaps and best practices. This questionnaire collects that information.
Your responses will feed directly into two practical outputs of this project: a core set of statistical indicators aligned with Article 22(2) of the Directive, and a Statistical Data Toolkit for Member States — comprising standardised data collection templates for police, prosecution and judicial bodies, coding and classification guidance aligned with the Directive's offence categories, data validation protocols, and a prototype dashboard for visualising enforcement trends. Together, these are intended to help national authorities meet their Article 22 reporting obligations efficiently, while ensuring the resulting data is comparable across the EU. The findings will inform the core dataset variables the project defines in consultation with the EU Environmental Crimes Data Committee.
Please answer for your own institution’s role in the enforcement chain. Unless you select an
alternative option in Section I, findings may be reported at the level of the responding institution and Member State. We will not attribute quotations to named individuals without separate permission.
