The UK Visas and Immigration (UKVI) enforcement of Appendix Finance Rule FIN 8.3(b) excludes state-level government funding from being recognised as official financial sponsorship [Sub: Appendix Finance]. Because the UK rules only explicitly permit "national" government bodies, caseworkers are refusing or delaying student visas backed by valid state sanction letters.
