This short (~5-10 minute) survey asks Oregon cities about experience attempting UGB expansions and comprehensive plan amendments intended to enable additional housing, industrial, or clean energy uses. Your answers will help researchers understand how often these proposals face appeals, delays, scaling-back, or abandonment and the time and resource costs associated with these efforts. Responses are confidential and will be reported only in aggregate.
