For each statement, select:
1 — EMERGING: Not yet in place, significant uncertainty exists, or substantial work is needed.
2 — DEVELOPING: Some pieces are in place, but additional work, documentation, or performance is needed.
3 — READY: Clearly established, documented, and supported by demonstrated performance or credible evidence.
