Legal, Compliance and HR Officer

Location: Riyadh - Saudi Arabia

Job Description

As compliance and HR officer, you will be responsible for overseeing the companies compliance with applicable KSA regulatory requirements and managing HR related Administrative functions. This includes Licensing, AML/CFT implementation, Labor law compliance, regulatory reporting, Payroll and government portal management.
The role also offers exposure to regional and group level governance structures and involves coordination with regulatory authorities and internal stakeholders across multiple jurisdictions.
Key Responsibilities:
1.Regulatory & Licensing Compliance:
Ensure adherence to requirements set by the Insurance Authority (IA), MISA, MoC, GOSI, ZATCA, and other authorities. Maintain and renew all company registrations and licenses. Coordinate with the IA on reporting obligations, inspections, and official correspondence. Maintain and monitor the regulatory compliance calendar.

2.AML/CFT Compliance

Draft and implement AML/CFT policies and procedures. Coordinate with external screening platforms (e.g., SIMAH).Conduct AML training and awareness sessions for staff. Maintain AML/CFT registers and internal control documentation.

3. Policy & Risk Management

Support the development and updating of internal policies in alignment with local and global best practices. Conduct internal audits and compliance risk assessments. Assist in business continuity planning and compliance governance initiatives.

4. HR Compliance & Administration

Manage the operations of government portals such as Qiwa, Muqeem, Mudad, GOSI, SPL, and Etimad. Oversee work visa processing, Iqama transfers, and social insurance registrations. Ensure payroll compliance with WPS and labor regulations.

5. Training & Ethics

Deliver internal compliance and ethics training. Enforce the Code of Conduct and investigate any compliance-related concerns or violations.

6. Registers, Monitoring & Policy Management

Maintain up-to-date compliance registers, trackers, and internal documentation. Monitor key compliance activities, deadlines, and obligations to ensure no lapses. Draft, update, and organize internal policies and procedures in coordination with the Head of Compliance. Ensure all compliance-related records, policies, and registers are properly filed, accessible, and audit-ready at all times
Eligibility Criteria: 1. Bachelor’s degree in business administration, Law, Compliance, or a related field.
2. 2–3 years of relevant experience in compliance, regulatory affairs, or HR operations.
3. Experience in the insurance, consulting, or financial services sector is preferred.
4. Strong knowledge of KSA laws, regulations, and government procedures.
5. Excellent organizational, multitasking, and communication skills.
6. Proficiency in Microsoft Office and office management tools.
7. Ability to work independently and handle confidential information withdiscretion.
8. Familiarity with financial compliance standards and internal auditing.
