Home Together 2030 Feedback

We are pleased to share the draft Home Together 2030 Plan for public review and comment. Led by Alameda County Health’s Housing and Homelessness Services (H&H) in collaboration with the Oakland-Berkeley-Alameda County Continuum of Care, the Plan was developed with guidance from people with lived experience of homelessness, housing and service providers, city and county staff, community partners, and subject matter experts.

Grounded in updated system modeling, racial equity analysis, countywide data, and community input, Home Together 2030 provides a shared roadmap for reducing homelessness, advancing equity, and strengthening the systems and partnerships needed to help more people move from crisis to safe, stable housing. The Plan sets shared goals for people experiencing or at risk of homelessness, while recognizing that different communities and populations face distinct barriers and require tailored approaches to achieve those goals.

The Plan is a framework for collective action, with strategies intentionally framed at a high level to guide priorities and direction over time. Implementation decisions will be shaped by budget processes, data and system performance analysis, collaboration with cities and service providers, and ongoing engagement with people and communities most affected by homelessness.

This draft plan reflects extensive planning, analysis, and community input, but it is not final. H&H wants your feedback before the plan goes to the Alameda County Board of Supervisors for adoption. The final version will incorporate feedback received during the public comment period and include additional photographs, charts, and design elements. Your feedback is essential to shaping the final Home Together 2030 Plan, and the work of Alameda County’s homelessness response system over the next five years and beyond. We invite you to review the draft and share your comments by October 1, 2026.

The public comment survey is H&H’s established process for receiving feedback on the draft Home Together 2030 Plan. To support a fair and consistent review process, individuals and organizations wishing to provide comments or recommendations should submit them through the survey. H&H cannot guarantee that feedback provided through other channels will be included in the formal public comment review.

You can also attend a Home Together 2030 community meeting hosted by the Board of Supervisors. Meetings will be held throughout August and September and more information will be available on our website.
This survey is organized to gather input on each section of the plan. You don't have to provide feedback on every section. Please specify a page or strategy number when giving feedback. There is also an opportunity at the end to share additional comments. The survey will save your place so you do not have to complete it in one sitting.
