For romance authors, I recommend including: the meet cute/meet ugly, bonding chapters, the first kiss, chapters with tension, emotional scenes, jealousy, arguments, a grand gesture, flirting, spice (but it will be censored), etc. For other genres, chapters with high stakes, tension, action, suspense, a mystery, cliffhangers, subversive elements would work great.
