Petition to Support Preventive Diaper Coverage in New York State

Relieving Systemic and Individual Strains Through Preventive Infant Care

In New York State, diaper insecurity has become a public health and equity issue as families in socially and economically challenged communities face rising costs, healthcare cuts, and growing financial strain that leaves essential infant supplies out of reach.

Healthix data, combined with insights from community partners and other supporting data sources, revealed a troubling and preventable pattern: when families cannot afford essential diapering supplies such as diapers, wipes, and skin barrier creams, infants and toddlers are at increased risk of developing severe diaper rash that can quickly progress to painful skin breakdown, infections, and other health complications. Without access to these basic preventive necessities, many caregivers are left with no practical options and are forced to seek care in already overburdened emergency departments for conditions that could have been avoided entirely.

This highlights a significant diaper equity issue and a clear gap in public policy. At the end of life, adults enrolled in managed long-term care programs routinely receive coverage for incontinence supplies because policymakers recognize that these products are essential to maintaining health, dignity, and preventing costly medical complications. Yet at the beginning of life, infants and toddlers, who are equally dependent on diapering supplies for their health and well-being, are largely excluded from similar support. Families with young children are expected to absorb the substantial cost of diapers and related supplies on their own, despite overwhelming evidence that diaper need is linked to adverse health outcomes, caregiver stress, and increased healthcare utilization.
The result is a stark inequity: society provides coverage for diapers when individuals are aging and dependent, but not when children are in their earliest and most vulnerable years of development. Ensuring access to diapers, wipes, and skin protection products for infants and toddlers is not merely a matter of convenience. It is a matter of health equity, preventive care, and basic human dignity. Closing this policy gap would help prevent avoidable medical conditions, reduce unnecessary emergency department visits, support family stability, and create a more equitable system that recognizes diapering supplies as an essential health need across the lifespan, from the beginning of life to the end of life.
