Proposal submission for Other Effective area-based Conservation Measures (OECMs)


Before you begin, we recommend that you read the provincial guidelines for the recognition of other effective conservation measures (OECMs) in Québec to familiarize yourself with the concept, its specific features unique to the province, and what the recognition of your site as an OECM implies.
This form contains five sections, each containing several mandatory questions. We ask that you answer these questions to the best of your knowledge. If you do not have the answer to a required question, please simply answer accordingly (e.g. check the "I am unsure" box or write in the text box that you do not know the answer). No information submitted through this form is final. If any sections are incomplete or require further details, we will contact you as needed to assist you.

A few clarifications:
✅ This form is intended to be the basic tool for building your OECM proposal. It allows us to assess the eligibility of the proposed site and to evaluate your need for support during the process.
At a few points in this form, we ask you to provide supporting documentation for the arguments presented. Please note that these are not required to complete and submit this form, but they will be required eventually for the final submission and analysis. For example, if you say that your site is home to endangered species, you will need to provide supporting documentation.
Once the form is submitted, Nature Québec will then contact you to complete your proposal, if needed. Your file will then be submitted, by Nature Québec, directly to the MELCCFP for analysis.
❌ This form is NOT a final submission of your proposal. This is the first step. Adjustments and modifications may therefore be made to your proposal along the way.
The decision to recognize (or not) your site as an OECM remains the prerogative of the provincial government.
