Climate & Equity Actions this Week

Today’s theme: Climate, More Climate, and Independent Prosecutions
Thank you for taking action with the 350 WA Civic Action Team! This week, we have more committee sign-ins, a written comment opposing a bill, and several email requests to improve or move bills forward. We are advocating for the following:

1. Reclaiming refrigerants from appliances - HB 2401

This bill creates a producer responsibility program for refrigerant gases from appliances to reduce GHG emissions, including a bounty to be paid to service technicians and others for recovered gas. Refrigerants are extremely potent greenhouse gases.

2. Independent Prosecutor for Police Misconduct - HB 1579

Position: SUPPORT
Deadline: Monday 1/22 by 4:00 PM
This bill creates the Independent Prosecutions Unit within the state Attorney General’s Office to prosecute a crime associated with use of deadly force by a police officer. It will prioritize the public’s interest in ensuring a fair and impartial prosecution.

3. Improving compost, food recovery and food access - SB 6180, HB 2301

Position: PRO

This bill has an identical twin, HB 2301, making its way through the opposite chamber that you are also being asked to sign in for. Around 40% of the U.S. food supply is not consumed, and food waste in landfills degrades into methane, a potent greenhouse gas. By providing tools to improve organic material management, these companion bills will improve food access while mitigating methane generation by food waste in landfills.

4. ReWRAP Act - SB 6005

Position: PRO
Deadline: Tuesday 1/23 by 12:30 PM
The ReWRAP Act will make producers of packaging and paper products responsible for their products' full lifecycle. It will provide equitable recycling access for residents across the state and will incentivize producers to reduce unnecessary packaging and to make packaging more sustainable.

5. Adjusting the Climate Commitment Act's provision of free allowances to municipal gas utilities - HB 2376

Position: CON
Deadline: Tuesday 1/23 by 1:30 PM
The strength of Washington's cap and trade program is its cap on emissions, which heavy polluters are required to reduce over time. This bill slows the reduction in the allowances allocated to municipal gas utilities -- a wrong move weakening the effectiveness of the Climate Commitment Act.

6. Identifying and regulating additional greenhouse gases - HB 2073

Position: SUPPORT
Deadline: Tuesday 1/23 by 3:00 PM
This bill recognizes that several chemicals (the fumigant pesticide, sulfuryl fluoride, and certain anesthetics) are potent greenhouse gases. The bill directs the Dept. of Ecology to submit recommendations on feasible ways to reduce emissions and identify alternatives to sulfuryl fluoride.
