ECA survey on large-scale housing development and social safety in Europe

> Estimated completion time:  5 to 10 minutes
> Response period: Tuesday, 27th October 2026

Dear ECA member,

Why we are asking for your input

The European CPTED Association (ECA) is contributing an international perspective to a project on safety and liveability in large-scale housing development areas. Our first step is to identify relevant housing developments across Europe, including countries outside the European Union, and to understand whether and how CPTED is addressed in their planning, design, construction and management.

The survey will create a practical ECA knowledge base of projects, approaches, evidence and contacts. We are interested in positive, mixed and problematic examples. A project is also valuable when CPTED was not used, when safety was considered only informally, or when problems emerged after completion.

You do not need detailed knowledge of a project to respond. A project name, location and a brief indication of why it may be relevant are already useful. Estimates are welcome, and all detailed questions include an I do not know option.

What is in it for you

You can ensure that relevant developments and lessons from your country are included in the first ECA-wide overview.

The overview may lead to future ECA exchanges, case studies and possible site visits, subject to separate agreement and funding.

At the end, you can choose whether ECA may contact you and whether you might want to contribute as an expert. This does not commit you to further work.

Which developments are relevant

Please think of housing developments completed, started or substantially designed during approximately the last ten years. As a guide, we are looking for developments of around 1,000 dwellings or more in or near a city or town. An estimate is sufficient. You may also mention a smaller development when it offers a particularly relevant safety or CPTED lesson.

Possible developments for inclusion are:

- Greenfield developments, including urban extensions and new towns

- Brownfield developments, such as former industrial, harbour or railway sites

- Mixed redevelopment, densification and major station-area housing projects

You may nominate up to three developments and select one that you know best for a few short follow-up questions. Public links are helpful but not required. Partial knowledge and professional observations are welcome.

Thank you!

Thank you for helping ECA build a practical European knowledge base on large-scale housing development, CPTED and social safety. Your response will help identify both transferable practices and questions that deserve closer examination.
