Topic: Role, Reality, and Barriers: Law Enforcement in the HT Survivor Journey
This workgroup is designed to inform direct service providers on the role law enforcement plays in an HT survivor’s journey as well as clarify the reality of encounters with survivors and the barriers they face while serving survivors. It will detail legal pathways and options for HT survivors and pathways to seek them.
Speakers:
Ray Townsend is a detective with the New Castle County Police Department, bringing 15 years of law enforcement experience, including nine years in investigative assignments. He is currently assigned to the Drug and Human Trafficking Investigations Team, where he focuses on complex cases involving the identification and recovery of human trafficking victims. During his tenure, Detective Townsend has served as the lead investigating officer on multiple large-scale operations aimed at dismantling trafficking networks and locating victims. His work emphasizes victim-centered investigations and interagency collaboration.
Jordan Banks is a dedicated and highly skilled detective with eight years of experience investigating human trafficking crimes and protecting vulnerable individuals from exploitation. Throughout a distinguished law enforcement career, Jordan has worked closely with local, state, and federal agencies to identify trafficking networks, rescue victims, and bring offenders to justice.
Learning Objectives:
After completing this workgroup, participants should be able to:
● Recognize the role of law enforcement in responding to and serving human trafficking survivors.
● Identify legal pathways available to human trafficking survivors.
● Identify barriers faced by law enforcement when serving human trafficking survivors.
