Re: Hood Park - 25 Supertest Street, 15 Supertest and Hood Green
Dear Mayor Wu, Councilors Coletta Zapata and Louijeune, Representative Ryan, Boston Planning Department and Mrs. Peck,
I am writing this letter in support of the proposed 25 Supertest, 15 Supertest and Hood Green development projects proposed at Hood Park and I am strongly urging you to support the projects at an upcoming Boston Redevelopment Authority Board session. The proposed projects include new residential units, a new affordable grocer for Charlestown, the first phase of the Charlestown Green Loop, and the first new community open space in Charlestown in many years, in the form of the one-acre Hood Green. In addition, the project is sustainable, increases the neighborhood’s resiliency, substantively increases the tree canopy in a barren, industrial section of the neighborhood, and advances the PLAN: Charlestown goals of a mixed-use revitalization of the area west of Rutherford Avenue.
In 2025, Hood Park submitted a revised development plan in response to community feedback that reduced the hotel component by 50% to support the creation of 128 additional housing units, there was no housing component in the previously approved zoning plan. The revision was supported by the Mayor’s Office and the Elected Delegation. In 2026, the BPDA and Zoning Commission voted on the filings, and the zoning was unanimously APPROVED for 15 and 25 Supertest as well as Hood Green, including the proposed hotel use. The project is currently with BPDA only to review Article 80 Design and Environmental compliance for 25 Supertest and Hood Green.
The proposed project includes the creation of 128 residential units in the Charlestown neighborhood, at a time when any and all housing creation is critical to our community, the City and Commonwealth. The proposed housing includes twenty (20) units of family affordable rental units of two-, three-, and four-bedrooms at 60% AMI. This deeply affordable family housing creation is vital to our neighborhood and should be strongly supported.
• The Hood Park development can advance these residential units during these challenging economic times by pairing the residential units with a modest new hotel project of 130 rooms, consistent with the surrounding market conditions. This hotel will bring additional visitors, food and beverage income and room tax dollars to the City of Boston and the Charlestown neighborhood.
• The project will create over 275 union construction jobs at the site at a time of lagging new construction starts across the City and Commonwealth. The City needs these construction jobs and the commitment to Boston resident employment through the Boston Jobs Policy.
As part of the commitment to the community, the Developer will be providing over $500,000 in Education Mitigation funds as well as continued support for our youth jobs programs, senior food access efforts, and transportation improvements, in addition to the statutory Linkage funds totaling over $2 million dollars.
Finally, the creation of a new community open space, at the one-acre Hood Green site, is a critical community asset which provides open space, a new tree canopy, and additional safe areas for our children to play. The combination of open space, a grocer, and new family affordable multi-bedroom units is unprecedented in the current City of Boston economic and development climate and should be supported unanimously, overwhelmingly and immediately.
Thank you.
Cordially,
